INVITATION FOR PRE-QUALIFICATION AND TENDER FOR YEAR 2016 CAPITAL AND YEARS 2013/2014/2015 (MERGED) TETFUND NORMAL INTERVENTION PROJECTS

1.0 INTRODUCTION

Adeyemi College of Education, Ondo intends to execute her year 2016 Capital and Years 2013/2014/2015 (Merged) Tetfund Normal Intervention Projects. Consequently, interested and reputable contractors are hereby invited to forward their documents for the purpose of Prequalification AND Tender for the following projects:

A -- 2016 CAPITAL PROJECT

i. Construction of a Block of Four (4) Classrooms

B -- YEARS 2013/2014/2015 (MERGED) TETFUND PROJECTS

i. Construction and Furnishing of 200 Capacity Students Hostel with Associated External Works.

ii. Construction and Furnishing of 500-Seater Lecture Theatre with Associated External Works.

iii. Construction of a New Health Centre with Associated External Works.

iv. Construction and Furnishing of Block of Office for School of Languages with Associated External Works.

v. Construction and Furnishing of Block of Classrooms with Associated External Works.

vi. Rehabilitation and Furnishing of Classrooms.

vii. Procurement, Installation and Testing of Solar Power.

viii. Procurement, Installation and Testing of Various Equipment.

2.0 PRE-QUALIFICATION REQUIREMENTS

Prospective contractors shall be required to submit the following pre-qualification documents:

i. Evidence of registration with Corporate Affairs Commission (CAC)

ii. Evidence of Tax Clearance Certificate for the last three (3) years (2013, 2014 and 2015)

iii. Evidence of Company’s Audited accounts for the last three (3) years (2013, 2014 and 2015) and its annual turnover.

iv. Evidence of compliance with Pension Reforms Act 2004 by inclusion of current Pension Clearance Certificate (2016) issued by National Pension Commission (PENCOM).

v. Evidence of compliance with Industrial Training Fund (ITF) Act 2011 by inclusion of current ITF Certificate issued by the ITF.

vi. Evidence of Registration on the National Database of Contractors, Consultants and Service providers by inclusion of Interim Registration Report issued by BPP.

vii. Evidence of a court sworn affidavit clearly indicating the following:

a. that bidders do not have any Director who has been convicted in any country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter.

b. disclose whether or not any officer of the relevant committees of in Adeyemi College of Education is a former or present director, shareholder or has any pecuniary interest in the bidder, and;

c. confirm that all information and documents presented in its bid are true, genuine and correct in all particulars.

viii. List of equipment to be used for the execution of the project listed as owned, hired or leased with evidence.

ix. Company profile to include organizational chart (Organogram), curriculum vitae, contact details and copies of credentials of staff showing the company’s experience and technical qualification of key personnel relevant to the project.

x. Evidence of similar projects successfully executed with their location over the last five (5) years i.e. from 2012 to date by inclusion of verifiable letters of award and original copies of reference letters from three (3) clients on duly completed or on-going projects addressed to the Registrar.

xi. Evidence of financial strength and bank support by inclusion of bank reference letter addressed to the Registrar and statement of account

3.0 TENDER REQUIREMENTS

Prospective contractors shall be required to:

i. Visit any bank and make payment of N50, 000.00 on eTranzact PayOutlet for Adeyemi College of Education Tenders, Collect tender documents in the office of the Director, Physical Planning, Works and Services on production of payment receipt.

ii. Prospective Contractors can make a payment of N50, 000.00 using debit or credit cards on Adeyemi College of Education portal at www.eppms.portal.aceondo.net. and then download a copy of the tender documents.

4.0 SUBMISSION OF PRE-QUALIFICATION/TENDER DOCUMENTS

Pre-qualification and Tender documents should be neatly packed in SEPARATE sealed envelopes marked “PRE-QUALIFICATION” and “TENDER” FOR YEAR 2016 CAPITAL PROJECT for “A” and “PRE-QUALIFICATION” and “TENDER” FOR YEARS 2013/2014/2015 (Merged) Tetfund Projects for “B” (indicating specific project) at the top left hand corner of the envelope addressed to:

The Registrar,

Adeyemi College of Education,

P.M.B 520, Ondo.

And submitted to the office of the Registrar not later than Six (6) weeks from the date of publication of this advertisement i.e. 12 noon on the 19th September, 2016 and will be opened as follows:

Closing Date/Time: 19th September, 2016/12 noon

Opening Date/Time: 19th September, 2016/12 noon

Opening Venue: Council Chamber

5.0 E – TENDERING

Contractors are also required to submit electronic copies of the pre-qualification and tender documents using the guidelines below:

i. The electronic bid documents should be in PDF format.

ii. Electronic bid documents must be password protected with the password only known to the respective bidders.

iii. Visit www.eppms.aceondo.net and upload password protected electronic version of e-document as stated above.

iv. On opening date and at opening time, all tenderers are required to submit their passwords or send them to the Registrar and Director, Physical Planning, Works and Services at registrar@aceondo.edu.ng, francisajayi63@yahoo.com

v. Electronic versions of password protected documents shall be opened with the submitted passwords during tender opening process. Prospective contractors are to ensure that their tender documents are pass-worded.

Please Note:

i. Adeyemi College of Education, Ondo reserves the right to verify claims made in the pre-qualification documents submitted by interested contractors and the College is not bound to pre-qualify any Contractor.

ii. Pre-qualification documents should be arranged and compiled as listed in 2.0 and duly paged.

iii. Interested companies are by this notice invited to attend the opening exercise.
